You have to have a contingency for a broken jon line, that's already a prerequisite for the dive, just like you need a contingency for a dead/useless scooter. To summarize, always have a contingency for drifting the deco. Period. The scooter or jon line is just a means of attempting to avoid drift deco when drifting is not a prudent plan A.

As for bad vis, I've had conditions change dramatically while on the bottom. If it was terrible on descent, sure, you very much might want to consider thumbing it before going further. If it's surprisingly terrible on ascent, however, you deal based on pre-dive procedures.
